Emergency Bylaws & Member Feedback
 

Because of the wildfires, poor air quality, Highway 20 closure, and a “Level 2 - Be Ready” order, the LRAA Board held an emergency meeting Monday, 7/26, to pass emergency bylaw amendments. These amendments allow the board to make changes to our scheduled membership meeting on September 5th, if needed due to the wildfire emergency. 

The emergency amendments are very similar to the ones the board passed to address changes necessitated by the Covid emergency last Spring. These emergency bylaws allow the board to change the date, time, and location of the meeting, balloting methods, as well as to change the meeting to a digital format such as Zoom. The emergency bylaws are posted on the Governance page.

The preference and intent of the board is to hold the meeting on September 5th in person in Lost River. The emergency bylaws give us options for responding to current realities. However, we were advised by the Okanogan National Forest fire information officer to NOT hold the meeting in person IF Highway 20 is still closed and we are still on Level 2 evacuation as of August 15th. Our plan is to continue to monitor the fires and to communicate with the fire managers involved with the Cedar Creek fire. The board has a meeting scheduled for Sunday, August 15th where we intend to make a final decision regarding where, when, and how the membership meeting will occur.

To help us with this difficult decision we would like to gather input from our members. To do this we have created a 2021 Member Meeting Option Survey. We ask that each owner household respond to the survey just once. This is not a binding vote, but the board will be guided by this feedback. If there is a clear preference indicated by the survey, then the board will follow this preference. If the feedback is split, then the board will have to make a difficult decision. Either way, we will post the survey results on our website.

The board is considering the following options if an in-person meeting on Sept. 5th cannot be held, and a change is necessary.

Meeting Options

  • Keep the meeting on the scheduled date and time (Sept. 5th at 10:00 AM) but hold it via Zoom. 
    This allows us to move forward with the meeting, however, the Zoom format may be somewhat awkward and less than ideal. People in Lost River may have a hard time participating due to slow or no Wi-Fi.

  • Postpone the meeting until Sunday, Oct. 17th and plan to hold the meeting in person.
    The hope is that by then the fire situation may allow us to safely meet in Lost River and that the weather will still be comfortable. However, this is risky since the fires and the weather may not cooperate. Covid variants and a possible return to mask mandates and social distancing may preclude meeting indoors in the Fire Hall if the weather is bad.

  • Postpone the meeting until December or January. 
    The fires will be out.  We can bundle up and hold our meeting outdoors. This may work well on a beautiful winter day.  However, we could also encounter extreme weather. We could also try to rent an indoor facility to hold our meeting in the area (a church, the Red Barn). The Covid situation may not allow the meeting to be held inside.

  • Postpone the meeting until May 29th, 2022. 
    The board has the authority to appoint new board members who serve until a meeting can be held and the membership can vote. Other business can be postponed until the meeting. We would likely still have to function under the 2019 budget.

Please share your preferences by responding to the 2021 Member Meeting Option Survey by August 13th, so that we have time to compile the results for consideration at our August 15th meeting.

CBU Mailboxes to be Installed on May 22, 2021
 

A work crew will be installing the four new CBUs and package locker on Saturday morning, May 22, 2021.

Old Mailboxes

The current mailboxes will be removed from their stand and can be picked up on Saturday morning. After that, they will be available for pickup next to the Firehall.

New Mailboxes

Starting Monday, May 24, 2021, all LRAA mail will be delivered into the CBUs. You will need a key to retrieve your mail.  Everyone currently receiving mail at LRAA and those who have purchased a new mailbox have been assigned a mailslot based on your LRAA address. Mailslots are numbered A1–A16, B1–B16, C1–C16 and D1–D16. You will be given your assigned slot when you pick up your keys.

Outgoing Mail

There is an outgoing mailslot in each of the four CBU units for outgoing mail. You don’t have to own a mailbox to use the outgoing slot. It works just like the mailbox at the post office. The carrier will retrieve stamped mail placed in the outgoing slot and deliver it to the post office.

Keys

Keys can be picked up this week by calling Jim Brousseau at (509) 996-2683 up until May 22, 2021, at the mailboxes on Saturday morning May 22, 2021, or afterwards by contacting Annie Sparrow, the LRAA Business Manager at lraa.business@gmail.com or (206) 329-6006. Please bring your ID. You will need to sign for your keys. Each mailbox has a set of 3 keys. NOTE:  If you lose your keys or break your key in the lock, a new lock will have to be purchased and installed by USPS.  LRAA does not have a master key to the CBUs once they are installed.

• New Mail Service

Your address must be registered with USPS to have mail delivered. There is a Rural Customer Delivery Instructions (PS Form 4232), that will need to be completed before you can receive mail at LRAA. This does not apply to those who already have mail delivered to LRAA. The completed card can be left in your mailbox or the outgoing slot. You can pick up a card from the Post Office or when you pick up your keys if you haven’t had mail delivery at LRAA before.

• Package Lockers

Each CBU has two package lockers for packages that won’t fit in your mailbox. There is also a parcel box with four lockers for oversized parcels. When you receive a package, the carrier will place the key for a parcel locker in your mailbox. It may not always be in your CBU, note the locker number on the key. Once you retrieve your parcel, the key will remain in the parcel lock until the carrier releases it.  Don’t try to remove it once you have opened the locker.  Parcel lockers are numbered:  A1P, A2P, B1P, B2P, C1P, C2P, D1P, D2P, P1P, P2P, P3P, P4P corresponding to the CBU and locker number.


 
2022 Proposed Budget - Explanation
 

The board finalized the proposed 2022 budget at our board meeting on April 18, 2021.  We have posted a link to the Proposed LRAA General & Water Fund Budgets on the Budgets & Financials page for members to read.  Since we postponed our May membership meeting due to Covid, members will vote on this budget when we are finally able to hold our meeting (the proposed date is Sunday, Sept. 5th -- Labor Day weekend).

You will notice that both the Membership Dues and the Water Dues will increase with this budget.  The purpose of this message is to explain the changes to the budget and the reasons for the increases.  If you have questions that are not addressed in this message, please email us through the website.  We will also have an opportunity to discuss the budget at our membership meeting before we vote for approval.  According to our bylaws, if the membership does not approve the budget by majority vote, the association will continue to follow the last approved budget, which was from 2020.

The proposed 2022 budget is essentially a roll-over budget from 2020.  Only one budget line changed substantially.  In the Access part of the budget, we increased the budget for road maintenance from $10,000 to $15,000.  Everything else either stayed the same or had a modest adjustment.

The primary driver for the increase to the membership dues is that we now have fewer members.  In 2020, we had 177 members.  Currently, we have 170 members.  This decrease results from existing members buying additional property.  According to our bylaws, if a member owns more than one lot, and all lots are in the same name, then the member will still only pay one membership due.  This smaller number of members means a smaller denominator, which means that dues increase for everyone. 

The water dues will increase by $45.37 per water right to fund the plan proposed by the reserve study that was recently completed.  The reserve fund is complicated.  Here is an explanation of the reserve funding and the water dues increase.

Over the past two years we have been communicating with the membership regarding the new Reserve Study that is required by state law (WUCIOA).  The purpose of this study is to help communities like ours develop adequate reserves to cover all possible costs without requiring large and unexpected special assessments.  The study considers the replacement costs of community assets over the next 30 years.  Our study is posted on the website. 

LRAA already has reserves.  Our bylaws mandate that we hold $50,000 in reserve for the water system and $25,000 in reserve for the general fund.  Additionally, about 10 years ago we added $30,000 to the annual water dues to pay for upgrades to our water system.  This also is counted towards our reserve.  However, the reserve study has determined that these reserves are not adequate to cover all possible replacement costs over the next 30 years. 

The board is proposing that LRAA split the funding of the new reserve between money in the association savings and increasing annual water dues.  The reserve study determined that our reserves are deficient.  It identified “make-up” funding that we should have been contributing and annual funding that will keep us fully funded moving forward.  The board is proposing that we use money we currently have in our savings to fund the “make-up” funding.  This is $39,320.  Further, the board recommends that we pay for the first year of the 10-year funding plan out of our savings.  This amount is $8,117.  The reason for this is that the study assumed that we began the funding plan in 2021.  However, due to Covid causing us to cancel our membership meeting we were not able to vote to add this to our budget.  Funding the first year from savings allows us to stay on the plan’s funding schedule.  This means that a total of $47,437 of the reserve would be funded from our savings.  The money in the reserve can still be spent by the association in case of an emergency.  We are just required to replenish the money over time if we spend it.  Funding this out of savings saves members money because it means less money that we need to bill through dues.  This $47,437 is about half of our current savings, which means that we will still have substantial savings remaining. 

The additional portion of the new reserve will be added primarily to the water dues because most of the items in the reserve relate to the water system.  There are some smaller expenses that are non-water related, and they will be added to the general membership dues.

The water dues increases are $8,117 per year divided by 179 water rights, which equals $45.37 per water due.  Only $2 per member will be added to the membership dues to fund the remaining items in the plan. 

If the membership chooses not to approve this budget, we will simply not be able to fund the reserve.  We are required to make public our reserve plan, along with the degree to which we are funding the plan.  Having a fully funded reserve will both prevent unexpected assessments and help protect property values within the association.

Lost River Airport is Open!
 

Hello LRAA Members,

As you’ve likely noticed, the airstrip is open for the season.  When walking along the runway or crossing, please remember to “Look both ways….  and UP!”  

Also remember that airplanes on the runway and the North and the South Taxiways have right of way over cars and people.  Airplanes don’t have reverse.  But when they park, and their propeller stops turning, please be sure to say “Hello!” when pilot waves you over.  You’ll likely make a new friend.  And if I’m flying, you’ll probably be invited for a ride around the Valley!

We’ll be doing some work around the airport again this year with the Clearway, installing two new windsocks, and placing some tie-downs for airplanes to park safely.  Watch for volunteer opportunities coming up!  And if anyone wants to run the lawnmower, please give me a call.
